GOMESA Request for Project Suggestions

The Alabama Department of Conservation and Natural Resources (ADCNR), State Lands Division (SLD), Coastal Section is accepting project suggestions to be funded through the Alabama Gulf of Mexico Energy Security Act Program.  

The Gulf of Mexico Energy Security Act (GOMESA) was enacted by Congress in 2006 and significantly enhances Outer Continental Shelf oil and gas leasing activities and revenue sharing in the Gulf of Mexico. Among other things, GOMESA provides for enhanced sharing of leasing revenues with Gulf producing states and the Land and Water Conservation Fund for Coastal Restoration projects.

The GOMESA authorizes uses of the proceeds for the following purposes:

a. Projects and activities for the purposes of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetland losses;

b. Mitigation of damage to fish, wildlife, or natural resources;

c. Implementation of a federally approved marine, coastal, or comprehensive conservation management plan;

d. Mitigation of the impact of outer Continental Shelf activities through the funding of onshore infrastructure projects;

e. Planning assistance and the administrative costs of complying with this section.

ADCNR is accepting project suggestions that meet the authorized uses listed above. Projects that have previously been submitted to the Alabama Restoration Project Portal will also be considered for funding.

Electronic submissions should be e-mailed in Portable Document Format (.pdf) to gomesa@dcnr.alabama.gov with "GOMESA Project Suggestion" in the subject line.

TO ENSURE SUFFICIENT TIME FOR INITIAL PROJECT REVIEW, PLEASE SUBMIT PROJECT SUGGESTIONS BY JANUARY 31, 2019, at 5:00 P.M.  PROJECT SUGGESTIONS SUBMITTED AFTER THE JANUARY 31, 2019, DEADLINE WILL BE REVIEWED AS THEY ARE RECEIVED AS TIME PERMITS.

It shall be the sole responsibility of the submitting party to ensure actual receipt by the State Lands Division prior to this deadline. The ADCNR makes no guarantee that a project suggestion will be implemented.
